OKLAHOMA CITY (AP) U.S. Senator Tom Coburn proposes a health care bill that he says would change how people buy health insurance. Coburn says the aim of his bill -- which is co-sponsored by U.S. Senator Richard Burr of North Carolina -- is to encourage people to buy insurance on the open market, rather than through their employers. The bill would offer annual tax rebates to individuals and families who purchase insurance.
The Republican from Muskogee also wants to give incentives to people who purchase plans with high deductibles. Coburn says his bill would address numerous issues with health care coverage without adding any more government programs or bureaucracies.
A similar plan proposed earlier this year by President Bush has not fared well so far in Congress.
