OKLAHOMA CITY (AP) Governor Brad Henry signs a measure establishing a 500 (m) million dollar capital bond program for colleges and universities.

He said yesterday that it's desperately needed to ease overcrowding, fix crumbling research labs and replace obsolete equipment.

Henry proposed the bond plan in his State of the State address in February.

The 500 (m) million dollar bond plan will be financed mainly by education lottery proceeds, with the gross production tax listed as a secondary revenue source.
