The second phase of the "4 To Fix The County" program goes before voters Tuesday. It's a five year extension of a sales tax predicted to raise $62-million.

The first five years of the tax paid for improvements at the fairgrounds along with road and flood projects. The county wants to extend the tax to continue the work.

County mayors and Chambers of Commerce are behind the plan. But there's opposition from a group who wants the money spent to develop the Arkansas River. David McKinney with DoTheRiverFirst.com: "And now is the time to do it. If we don't do it now, the sales tax will be maxed out for five years. That's five years, starting next year, so we won't have the opportunity to put a dime in the Arkansas River, for another 6 years."

Another group opposes the "4 To Fix" plan because it uses sales tax money. The South Tulsa Citizens Coalition believes voters shouldn't let the county continue to tap into sales tax because the city needs it more.

In other elections, voters in Tulsa County and 27 other counties will also decide on an enhanced 911 system. Supporters want to add a 50 cent monthly fee to cell phones to pay for it.

As many as 50-percent of the 911 calls are made from wireless phones. Dispatchers don't know where a cellphone caller is, and they have to rely on the caller to give them their location.
