OKLAHOMA CITY (AP) -- Oklahoma ethics rules prohibit Congressman Ernest Istook from spending about $210,000 in his federal campaign account on a state race for governor.

Similar federal rules prevent Lieutenant Governor Mary Fallin and Corporation Commissioner Denise Bode from spending money in their state accounts on their races for Istook's congressional seat.

Istook says he hasn't decided what to do with his excess federal campaign money. He declined to say whether he would donate to organizations that ultimately could be working for his election, including the Oklahoma Republican Party and the Republican Governors Association.

Istook announced last week his intentions to run for governor.

Istook wouldn't say how much he has raised so far, but did confirm that he's -- quote -- "already in six figures."
