A Quapaw man is accused of using eagle feathers to build a relationship with an underage girl so he could sexually abuse her.

A Quapaw man is accused of using eagle feathers to build a relationship with an underage girl so he could sexually abuse her.

U.S. Attorney Trent Shores office said Carl Ortner fraudulently claimed to be a Native American spiritual counselor and healer but is not a member of any tribe.

Prosecutors said Ortner gave the feathers to the victim and the victim’s family to gain their trust. They said Ortner then used his influence to force the girl into a sexual relationship.

Ortner is charged with sex abuse of a minor and illegally possessing parts of 14 eagles.
