OKLAHOMA CITY (AP) -- State budget talks collapsed Wednesday over lawmaker differences on spending plans for state colleges and universities and a proposed 5 percent state worker pay raise.
State Senate President Pro Tem Mike Morgan, blamed the breakdown on his state House counterpart, House Speaker Todd Hiett. Morgan said Hiett has breached good faith in budget talks to curry favor with voters.
Hiett, a candidate for lieutenant governor, did not immediately return phone calls.
Morgan said funding for higher education and the proposed employee pay raise are the chief stumbling blocks in the talks.
