TULSA, Oklahoma - Officers have arrested a man they believe is responsible for Tulsa's 54th murder this year. The man facing charges has multiple previous felony convictions.

Derrick Hughey, also known as Drake or Draco, was arrested for second-degree murder in connection to the death of Stephen Cook. He also faces a larceny charge.

Police said the crime happened on Wednesday in the parking lot of Ryan's Convenience store located near Interstate 44 and Yale.

When police got there the victim was unresponsive. He later died at the hospital.

Investigators have been working off of video from the area to piece everything together. They say in that video they could see Cook holding a handbag and talking with someone in an SUV.

According to the arrest report, the victim planned to sell that handbag. There was some sort of struggle over it.

Then SUV backed out of the parking spot and dragged the victim a short distance before running over him.

The surveillance video shows Hughey driving that vehicle, records show.  Police said Hughey met Cook to buy the purse but then grabbed it and drove off.

They said surveillance video shows Hughey, 23, returning to an apartment complex in the SUV, carrying the handbag.
