Tulsa police arrested a couple on charges of child neglect after police say their 2- and 3-year-old children were found in filthy living conditions.

Daniel Joseph Wylie Robertson and Elizabeth Nelson are charged with two counts of neglect and were taken into custody Sept. 14, 2017.

Police first made contact with the couple after their 2-year-old child was reportedly found wandering outside alone this winter.

Police said their home had no running water and had dog feces on the floor of every room.

There were also transients living in the home with the children who were sleeping on mattresses covered in filth and stains, an affidavit states.

"Both children were covered in filth and dirt," the affidavit states. The 3-year-old had an open sore covered by a dirty bandage and was non-verbal despite the child's age, police say.

A physician found the children to have bruises and marks in unusual locations and confirmed a diagnosis of child neglect or abandonment, records show. One had a skin infection, the affidavit states.

Both parents are in the Tulsa Jail in lieu of $20,000 bond. Robertson also has $800 bond for have a dog or cat at large and keeping an unneutered dog or cat.
