A judge refused to lower a road rage suspect's bond from $1 million.

Prosecutors say Arnold Silva was involved in a hit-and-run crash last fall while under the influence of drugs.

He served less than a month in jail before bonding out.

Then, in March, prosecutors say he got into an argument with another driver and sped off, running red lights.

At one point, officers say he was doing 70 in a 40 mile an hour zone.

Silva eventually crashed into another car, seriously injuring two people in that car, along with his passenger.

Silva was on probation and driving without a license at the time.

The judge denied the bond reduction, saying she was afraid to let Silva out into the community because he's a repeat offender.
