Woman Investigated By DHS Before Death Of 2-Year-Old Son

The Department of Human Services investigated a Tulsa mother before her 2-year-old son's death.

Police say Michael Rigney died back in February after he was kicked in the face by his mother's boyfriend.

DHS records show they received two calls about Michael, one on December 4th, 2015 and again on January 21st of this year. DHS says both calls were handled in the same investigation.

Case workers said claims of neglect or unsafe conditions in the home were unsubstantiated. Just 25 days later, Michael was murdered.

Branden Taylor is charged with child abuse murder. Michael's mother, Tina Morgan, is charged with permitting child abuse.

Two of Michael's siblings are now living with their father. Another sibling is still in DHS custody.
