A man who started a chase with law enforcement has filed a civil lawsuit against a police officer and the City of Owasso.
In June of last year, Tulsa Police say Cody Matthews started a chase in Tulsa that eventually ended in Nowata County.
During the arrest, Matthews was struck by a shotgun and it was all caught on a Nowata police officer's dash camera.
