A Tulsa man and his girlfriend were arrested late Friday night after police pulled over a van and found the driver intoxicated and their four young children in the vehicle without proper child restraints, according to reports.

The arrest report shows police first pulled over a Honda Odyssey van for expired tags. The officer then noted the driver, 29-year-old Vang Xiong, had bloodshot eyes and smelled of alcohol.

Four young children were also in the van, the report says, without proper child restraints. The report says the 4-month-old was in a loose car seat in the second row seat, a 1-year-old was in a booster seat in the second row, and a 2-year-old and 5-year-old were in the backseat with no child restraints.

The report shows the officer asked Xiong how much he had drank and he said two beers and a shot. When the officer asked how much marijuana he had smoked, Xiong reportedly said he had smoked "two bowls."

Police say Xiong's girlfriend, 27-year-old Nau Gee Vang was arrested and booked for public intoxication.

The report says police asked Xiong where the weed was and he told them it was in the console, under the CD player. Officers also found a glass pipe in the car.

Police say Xiong was tested and registered a .08 blood alcohol content.

Xiong is being held in lieu of $202,750 bond.
