DEWEY, Oklahoma -- An arrest warrant has been issued for a Dewey couple charged with child neglect.

Dewey Police found out about the home after looking for another man wanted on an indecent exposure complaint.

Police investigator Tim Stringer says when officers visited the home, they found "extremely filthy conditions" inside and outside the house.

In a court affidavit, police say spoiled food was sitting on the floor along with rodent droppings.  Stringer said dirty dishes were everywhere, the toilet was not working and dog feces were piled up at a swing set outside the home.

At the time of their visit, Stringer says five adults, including David and Heather Frenchman, and six children were in the home.

The court affidavit also says the Department of Human Services has had 12 referrals since 2002 concerning filthy living conditions at the home.
