Foster Parents Avoid Charges In Drowning

Prosecutors have decided not to charge foster parents of a two-year-old girl who drowned last month. Sky Dawn Word was found face down in the foster family's pool near Chickasha on June 29th.

There was not a fence around the pool, something DHS says it requires at foster homes.

The little girl's biological parents blame DHS for their daughter's death. The couple lost custody of three of their four children because of problems with alcohol abuse.
