ISTANBUL, Turkey (AP) -- Secretary of State Condoleezza Rice is calling Pakistani President Pervez Musharraf's decision to declare a state of emergency "highly regrettable."
In an interview with CNN from Turkey, she urged restraint on all sides and a swift return to democracy.
Secretary of State Condoleezza Rice said the United States "does not support extraconstitutional measures."
President Pervez Musharraf, who is also chief of the army, suspended the constitution ahead of a Supreme Court ruling on his future as president. His government has also blocked transmissions of private news channels in several cities and cut telephone services in the capital.
