Police have arrested and charged a man in the murder of a woman whose body was found on Friday. Twenty seven year old Albert Mansfield was taken into custody late Friday night and charged with first degree murder in the death of twenty three year old Stephanie Lynn Rhoten of Collinsville. On Friday County workers found Her nude body floating in Horsepen Creek near 156th Street North and Sheridan.
