Louisiana issued a murder warrant for an Okahoma man, a man who's already been convicted of killing two people in Tulsa and received the death penalty.
However, the death penalty was overturned and Ernest Harper has been out of prison for years, married and working for the state public defender's office. Once Louisiana investigators found out Harper had been released prison, prosecutors filed charges against Harper for the murder of his wife in New Orleans in 1974.
Harper's attorney is challenging the charge, saying the statute of limitations for second degree murder back then was six years. That hearing will be Thursday.
