The panel has spent three years examining the 1921 burning of Tulsa's black business district. It met in Tulsa today to put the finishing touches on its final report.
In an interim report last year, the commission told state lawmakers that reparations are owed to riot survivors.
Now, the commission says it knows for sure that reparations are the right thing to do.
There are 118 known living black survivors.
Forty blocks of black homes and businesses were destroyed in the mob violence. The death toll remains uncertain, with estimates ranging from three dozen to 300.
The Race Riot Commission expects to meet one last time to vote on the final report before sending it to the Legislature.
