Those in charge of the Tulsa County jail could have as many as seven private companies submitting proposals to run the facility.

In 1988, the choice of private operators was between two companies. Corrections Corporation of America has operated the jail for the past five years.

There were growing pains at first, with accidental releases and escapes. That has changed, but officials are now concerned about jail finances.
