The Oklahoma Department of Human Services was investigating two possible cases of abuse of 2-year-old Keenan Taylor when the toddler died.
Tulsa Police say Keenan Taylor was killed two weeks ago after boiling water burned almost 75 percent of his body. They say his father, 23-year-old; Carlis Ball waited a day before seeking medical attention for the boy. He was charged with first degree murder last week, but he claims he accidentally spilled the boiling water on the boy.
DHS received three different reports in May claiming two-year-old Keenan had various belt marks and bruises. A DHS investigator visited the home, but found no cause for immediate action.
