OKLAHOMA CITY (AP) SBC Communications is offering a $3-million grant to help students who want to further their education at Oklahoma State University.

The SBC-OSU Presidential Transfer Scholarship Program was announced at the state Capitol Thursday.

The grant to OSU will help attending junior or community colleges get into OSU's four-year degree programs.

SBC Oklahoma President Don Cain says statistics show 21.9 percent of Oklahomans 25 years old and older had a college degree in 2003. The national average was 26.5 percent.

Statistics also show that states with a low percentage of college graduates also lag behind in personal per capita income.

Higher education Chancellor Paul Risser said more students are attending Oklahoma colleges and universities than ever before and that one-third of four-year students started in junior colleges.
