OKLAHOMA CITY (AP) The Oklahoma City area narrowly makes the cut for eligibility for $765-million in federal Homeland Security grants.

Homeland Security officials announced a new funding plan Tuesday aimed at directing more money to communities facing the highest risk.

Security officials say the news comes as kind of a mixed bag.

Homeland Security Secretary Michael Chertoff says the new risk-based formula means cities will be removed from the list as those risks are reduced.

Oklahoma Office of Homeland Security Director Kerry Pettingill isn't so sure.

Pettingill says there's no way to guarantee Oklahoma City will not be a target for terrorists, regardless of how much money is spent preparing for an attack.
