Governor Brad Henry has signed Kelsey's law, designed to protect Oklahoma children from abuse and neglect.
Governor Henry put his signature on the bill in a special ceremony Monday. It's named after Kelsey Smith Briggs of Meeker. The 2-year-old was beaten to death last October.
Kelsey’s grandmother Kathie Briggs: “there's still more work to be done, we'll never stop child abuse and neglect but if we continue on this same path I think we'll make a big dent in it."
Michael Porter is charged with Kelsey's death. He's due in court next month on first-degree murder charges. Her mother, Raye Dawn Smith, is charged with child abuse and neglect.
