Tulsa Police, Tulsa County Sheriff's Office, and OHP Troopers were engaged in a standoff at the Seminole Hills Apartments near Booker T. Washington High School on Monday.
Police said it started with a simple traffic stop for speeding that turned into a pursuit.
According to Tulsa Police, Oklahoma Highway Patrol tried to pull Robert Voltaire Nelson over near 36th St. N. and Peoria for speeding. They then asked for TPD's help.
The driver ran several traffic lights along the way before pulling into the apartment complex, getting out and running into an apartment, police said.
More officers arrived on the scene to assist with the situation, and to inform residents of the apartment complex. After a short standoff, Nelson surrendered to authorities without incident.
Troopers said the standoff lasted about 10 minutes. They said Nelson wasn't armed, but he did manage to cut his hair while in an apartment.
A trooper we spoke to said in 20 years in the patrol, no one has ever cut their hair during a standoff, so it was a first.
"No, I've had them change coats or put on a hat, but never had them cut their hair," said Lt. Ron Hamilton, OHP.
Nelson is a fugitive from justice in Kansas City, Missouri.
