Tulsa police arrest a man for rape, who's been out of federal prison less than three years and is still on federal probation.
Rogers Mills is in jail, accused of raping a 15-year-old girl who had run away from a group home in Eastern Oklahoma.
Police say this suspect told these runaway girls that he would give them a cell phone and food and shelter but when he brought them to his place, they say instead, he gave them beer and meth and rape.
"As one of the victims passed out in the bedroom in the trailer, she woke up to the adult male, having sex with her," said SVU Sgt. Jillian Phippen.
Police arrested Roger Mills for rape and lewd acts with a minor. Records show he served nearly 10 years in federal prison after pleading guilty to using a gun in drug trafficking.
Records also show since he's been out, he failed four drug tests, refused to take eight more drug tests and or participate in drug treatment. That was in the spring of 2017.
Police say Mills asked the girls about being actresses in sex films and when police served a warrant, they say they found cameras, laptop editors and cell phones.
"Now, we have these young girl’s unconscious in this trailer and they don't really know what happened, don't know if they were videoed," said Sgt. Phippen.
Police say runaways are vulnerable enough, trying to survive on the streets. What they need is someone to show care and concern for them, not victimize them.
"It is not up to them to make these tough decisions. It's up to this grown adult to say, I should not take young girls back to my trailer and take advantage of them," said Sgt. Phippen.
Police are still investigating the child pornography element to this case.
