A bill that would change the way teenage murderers get sentenced is waiting for the Governor's signature.
Senate Bill 1221 would require judges to determine punishment, not juries, and they'd do it based on psychological tests and the teen's maturity.
The Supreme Court has ruled life without parole should only be used for juvenile killers who cannot be rehabilitated.
