Muskogee Couple Charged With Child Neglect

A Muskogee couple are behind bars after prosecutors charged them with felony child neglect.

Court records say Stephanie Allen, 33, and Richard Carter, 50, failed to provide healthcare or clean conditions for their 3-year-old daughter.

Records say the neglect of the child went on for three years.
