Owasso Daughter And Mother Arrested For Child Neglect

Two Owasso women are in the Tulsa County jail accused of child neglect. 

In their report, police said they went to Kathryn and Rebecca Parson's home Monday, September 18th, after a toddler was seen playing in the street.

When officers knocked on the door, they smelled a strong odor of animal urine and feces.

Kathryn Parson, 18, was booked on two complaints of child neglect and Rebecca Parson, 50, was booked on one complaint of child neglect.

Police say they found a number of dirty diapers throughout the house, including near a baby's bassinet.

In their arrest report, police say the three children who lived in the home are safe and the Department of Human Services has a safety plan for them.

Police say a third child who lived at the home, was not at home at the time of the arrests.
