Oklahoma Gov. Mary Fallin addressed the people of Oklahoma in her annual State of the State address Monday. She says her first priority is the state's estimated $1 billion budget shortfall.

But she also outlined other priorities, like teacher pay.

"In my budget, I will be offering a very, very specific proposal to give our teachers a pay raise,” Fallin said. “And by the way, it will not be based on raising our sales tax.”

Fallin says she is opposed to the proposed penny sales tax that would raise about $615 million per year to fund a pay raise for teachers.

She also announced that she is allocating $1.4 million to further research the increase in Oklahoma's earthquakes.

In an exclusive News On 6 poll earlier this month, 32 percent of people say the economy and employment are their greatest concerns. Another 17 percent say education funding is the biggest problem. Illegal immigration, healthcare costs and repairing roads and bridges round out the top five.
