Time sheets, filled out by the Bixby city manager, are now in the hands of an accountant who’s trying to verify his high number of overtime hours.

Time sheets, filled out by the Bixby city manager, are now in the hands of an accountant who’s trying to verify his high number of overtime hours.

Bixby City Manager Doug Enevoldsen is allowed to keep track of how much overtime he works, and on some of the time sheets, additional hours were added after they were recorded by the city clerk.

"I don't know how you'd verify when he's working and when he's not," said Bixby Mayor John Easton.

Enevoldsen keeps track of how much overtime he works, and no one verifies his more than 2,800 hours – that’s enough overtime to get paid to take almost a year and a half off.

Easton said, "Obviously if we didn't trust the man we wouldn't have hired him."

Enevoldsen's contract says he makes $155,000 and can "take compensatory time as he deems appropriate."

That line in the contract wasn't a problem until he acted on it.

He started taking time off in June when, he said, a doctor advised him to "significantly reduce [his] stress levels." Four months later, he hasn't returned, there's no date for his return, and he's still getting paid.

In June, Richie Stewart was the only city councilor to vote against renewing Enevoldsen's contract.

"If I took time off from my employer, and I go to put in my time off slip, I would expect that they would verify that I had that time," he said.

The city attorney said Enevoldsen keeps his own notes of his overtime, gives them to the city clerk who types them up, then hands them back to him for keeping.

There are nearly a dozen time sheets in which Enevoldsen has written in additional numbers, which total to more than 200 hours.

Allison: "Does that concern you at all?"
Easton: "I haven't looked at these."

We have requested the original copies of Enevoldsen's notes on his hours and overtime. We're told we'll get those notes Monday.

Enevoldsen released a statement, saying, in part, "I am eager to get back to work as soon as I'm released to do so."
