A man who was arrested earlier this year for peeping under the door of a woman's dressing room in an Owasso Target has been arrested again on the same complaint in downtown Tulsa.
Douglas Lamont Collins, 21, is in the Tulsa County jail after he reportedly went into a women's restroom at a nightclub early Friday morning and watched a woman who was inside a private stall.
According to a police report, witnesses who were in the restroom saw Collins enter the stall next to the woman. They told police Collins did not even close his stall's door behind him, then he stood on the toilet, grabbed the top of the partition and looked down at the woman in the next stall, the report says.
The woman told police she was unaware she was being watched.
Witnesses alerted security officers at Club Majestic, who apprehended Collins until police arrived.
"[Collins] made the statement to officers that he did nothing wrong. When told about peeping tom, [Collins] stated there was nothing wrong with that," the report says.
Owasso police arrested Collins in April and said he admitted to peeping on women at least once a week. A woman was changing clothes at Target and saw his head under the door. She chased him out of the store, and police captured him in the parking lot, Assistant Police Chief Jason Woodruff told News On 6.
That case still is pending in Tulsa County.
