Broken Arrow police rescued a bound and gagged kidnapping victim after an attempted traffic stop, records show.

Broken Arrow police rescued a kidnapping victim after an attempted traffic stop, records show.

Authorities said they were trying to make a routine stop but the driver wouldn't pull over. Police said they chased him from near Kenosha and Elm to the BA Expressway in Tulsa after seeing him run a stop sign overnight Sunday.

The pursuit ended at the on-ramp to northbound Highway 169 when the driver, identified as Jared Neale Mann, lost control and crashed into a light pole.

Tulsa police took Mann into custody. A female passenger was discovered bound and gagged in the passenger seat. She said Mann forced his way into her apartment and tackled her to the ground.

He then threatened her life and tried to put a noose around her neck, an arrest report states. The victim told police Mann was taking her to another location where he threatened to kill her, her new boyfriend and himself.

Tulsa police booked Mann, 23, on complaints of kidnapping and domestic assault and battery by strangulation, and car theft.
