During their investigation Tulsa Police named 55-year-old Joe Brown as a person of interest.
They said Brown lives in the same complex as the victims and that evidence found in a search of the apartment connected Brown to the shooting.
Thursday, Tulsa Police Sergeant Dave Walker said detectives and members of the Fugitive Warrants and Homicide Unit located Brown in a car that was stopped at Tecumseh and Union in Tulsa.
Walker said evidence from the car stop, in addiction to what was already collected, led police to arrest Brown for murder and possession of a controlled dangerous substance.
Police have not released the name of the victim who survived, and said a motive would be released at a later time as the investigation is still ongoing.
