A Tulsa man was arrested for kidnapping after police say he grabbed a small child and tried to run off.

A Tulsa man was arrested for kidnapping after police say he grabbed a small child and tried to run off. Grant Douglas Frisbie is in the Tulsa County Jail in lieu of a $30,100 bond.

An arrest report states Frisbie was in the 1400 block of North Winston Avenue Saturday evening when witnesses complained he was causing a disturbance. One witness said the 26-year-old man got into his car without his permission and took something out.

When confronted, Frisbie walked down the street to where a small child was playing in a yard.

"Suspect then picked up the child and attempted to run off with the child," the arresting officer said in his report.

When witnesses yelled at him, Frisbie dropped the child and ran, according to police.

Police say when they questioned Frisbie, he had dilated pupils, uncontrolled movements and general confusion. Frisbie reportedly admitted shooting up methamphetamines recently.

He was booked on complaints of kidnapping, second degree burglary and public intoxication.
