Tulsa Police arrested a man after they found a "bomb making factory" inside his apartment Wednesday evening.

Police were called to the Greens of Bedford Apartments near 67th and Garnett at about 6 p.m. for a domestic dispute.

Once the couple agreed to sign search waivers, police found grenades and a rifle in plain sight.

"They wanted to make sure that the female was okay, so they entered the apartment," said Sergeant Justin Farley.

That's when officers found 41-year-old Richard Carter, along with a loaded rifle and explosives.

"In a bedroom, they actually located several what appeared to be hand grenades," Farley said.

TPD called its bomb squad to investigate. Officers checked out the homemade grenades and believe at least one was active.

According to reports, other materials commonly used to make explosives were also in the apartment.

"They actually called for the bomb truck and actually were able to transport those items in a safe manner," Farley said.

Although all the explosives are gone, neighbor Rae Pires said it's unsettling to know this happened near her home, especially since she has young kids.

"It makes me not even want them to come outside, because knowing that people living around here are doing that. I can just imagine what else is going on," Pires said.

Pires has lived in this Tulsa apartment complex for three years. She was floored to learn of this type of activity going on in the community.

"It's a friendly area. It's very quiet. You don't see people out that much and when you do they're very friendly, so I couldn't imagine that this would happen here," Pires said.

Tulsa Police say Carter admitted to making the grenades.

He's in the Tulsa County jail on one complaint of manufacturing explosives.

The FBI is helping with this case and police say additional charges could be added once the investigation is finished.
