Tulsa police say a 2-year-old girl is missing and believed to be with a non-custodial parent. Venice Lampkins was last seen with her father, Justin Lampkins, on Sunday.
The child's mother, Rhea Smith, filed the child-stealing report, according to Sergeant Ted Umbarger with the Tulsa Police Department.
"Apparently the guy has warrants for some outstanding traffic tickets and has possibly violated protection orders," said Sergeant Ted Umbarger with the Tulsa Police Department.
"There's no indication that he's made threats to harm her," Umbarger said, "but we'd like to get our hands on this guy if he's not going to play by the rules."
The mother said Justin Lampkins had threatened to take Venice to Colorado in the past, Umbarger said. Lampkins has structured visitation rights.
Venice Lampkins was taken at about 10:30 a.m. Sunday from the 61st and Peoria area.
Justin Lampkins is described as a black male about 5-foot-8l and 170 pounds. He was last seen driving a green Chevrolet S-10 truck, Creek Nation tag number is A1645, and he was wearing a black button-up shirt, blue jeans and a black baseball cap.
Venice is about 25 pounds and was wearing a green and pink dress with flowers and white shoes.
