TULSA, Oklahoma – The driver in a deadly crash that happened on a Tulsa street over the weekend has been arrested.
Rafael Vasquez was arrested on a complaint of first degree manslaughter, driving under the influence, driving without a license, and driving without insurance.

Police said Vasquez, 20, was driving a gray Honda Civic early Sunday morning when he lost control on 11th street near Mingo.
Vasquez's passenger died in the crash. Police said the man, who's name and age have not been released, was hanging out of the passenger window when the crash happened and hit his head on the guardrail.
According to the arrest report, Vasquez told officers his friend was driving the car.
But officers found a large amount of blood mostly in the front passenger seat, and a shoe in the front passenger floorboard matching the victim's shoe, the arrest report said.
According to the report, police found seven open containers of beer in the car. No insurance was found in the car either, police said.
Vasquez was booked into the Tulsa County jail.
