TULSA, OK -- A Tulsa Police major is suing the City of Tulsa and it's former police chief Ron Palmer.

Major Tracie Lewis says she was passed over twice for her promotion to major, even though she met all the qualifications.

She says Chief Palmer promoted four men to the rank of major between February and May of 2008, instead of her.

Lewis filed a grievance and a neutral arbitrator ruled she'd been passed over without just cause and ordered her promoted and given back pay.

Lewis is suing the City of Tulsa and former Chief Palmer for gender discrimination, violating her due process and retaliating against her for filing a sexual harassment complaint.

The City of Tulsa has denied the allegations.
