TULSA, OK -- Charges have been filed in a hit and run crash that killed a Tulsa cyclist.
Tulsa County prosecutors have charged Roberto Alvelais-Torres with negligent homicide, leaving the scene of a fatality accident, driving without a driver's license, failure to carry insurance and failure to stop at a stop sign.
