TULSA, OK -- The economy has put the brakes on a major oil company's billion dollar expansion planned in Tulsa.
Officials with Sinclair Oil Company say its two-year project is delayed due to "external economics," but say it will be finished.
The refinery on the west side of Tulsa, will continue working on environmental improvements required by a federal court settlement.
