MUSKOGEE, OK -- A Muskogee County jail inmate and a Tulsa man are charged in a murder-for-hire plot targeting a Muskogee police officer.
Ronald Irving, 35, is in jail on pending federal drug charges. Prosecutors say he offered $25,000 to a known gang member, 22-year-old Deandre Washington, to kill Lt. Brian Stark.
Stark, a member of the department's narcotics squad, is a witness in the pending federal drug charge against Irving.
Oklahoma Highway Patrol troopers arrested Washington on Wednesday while he was on his way to Stark's home.
Prosecutors say they have a recorded conversation between Irving and Washington.
In it, Washington says "I won't wound him. I will shoot him in the face" and "We'll ride down there and it will be 'boom boom.' We will hit him at his house.'"
Irving and Washington face felony charges and up to 30 years in prison and $250,000 in fines.
