PSO says a federal court ruling on Friday will delay improvements to its coal-fired power plant in Oologah. The U.S. Court of Appeals says the EPA violated the Clean Air Act when it allowed power companies to pump out more mercury emissions than the law allows through a credit system.
Basically power companies could produce excess emissions by buying credits from other companies that don't pollute as much as allowed.
PSO and OG&E are calling the ruling a setback on mercury emissions standards.
