WASHINGTON (AP) -- After failing again this week to pass legislation that would order troops home from Iraq, congressional Democrats are using their weekly radio address to blast Republicans and the White House.

Senator Bob Casey says President George Bush's troop surge has not achieved the intended result. The Pennsylvania Democrat accuses Iraqi politicians of being less interested in achieving peace than the United States, despite have been given breathing space to meet political and diplomatic goals.

Senator Bob Casey also said the war is costing American lives and American tax dollars, while "Iraqi leaders are not holding up their end of the bargain."

The White House has said there have been positive developments in Iraq, including a reduction in violence and economic improvements.
