OKLAHOMA CITY (AP) _ An Oklahoma City attorney is planning an initiative petition drive that critics say will eliminate affirmative-action programs. Devin Resides says his proposed state constitutional amendment will get rid of ``preferences based on the way a person looks.'' He has filed notice with the Secretary of State's office of his intent to circulate the petition in an effort to bring it to a statewide vote.

The proposed ballot title says it would prohibit discrimination against or preferences to any individual or group based on race, sex, color, ethnicity or national origin.

State Representative Mike Shelton says it would effectively end affirmative-action programs.

Affirmative-action policies are generally designed to help minorities and women gain access to education and jobs.
