Tulsa Police are investigating Tulsa's second shooting in two days. It happened near 128 North Florence Place Monday morning.

They found 19-year-old Kelvin Heard in a car, with a gunshot wound to his leg. Police are looking into whether this is another in a long string of gang shootings.

They say the victim is not cooperating.
