(Norman-AP) -- Former New York City Mayor Rudolph Giuliani is to speak later this month at an event at the University of Oklahoma.

Giuliani will speak and receive an honorary degree from OU during an academic convocation on February 23rd.

Giuliani was mayor of New York at the time of the September 11th terrorist attacks. He won international praise for his efforts during the recovery after the attacks.
