The Tulsa County Sheriff's office make an arrest after someone shot a 17 year old boy and dumped his body on a Tulsa highway.

Deputies arrested 24-year old Isaac Coils. Witnesses said they thought they saw the victim, Michael Neil get hit by a car on Highway 64.
When Tulsa County Sheriff's deputies got there, they learned the teenager had been shot, not run over.
