Tulsa's Citgo Petroleum may be heading to court. The corporation is part of the oil industry being subpoenaed in a Connecticut investigation of possible "price-rigging" of ethanol-blended gas.
In a recent memo to gasoline distributors, major oil companies said an "excise tax break" wouldn't be reflected in the wholesale price.
Citgo and the other companies have not responded to messages.
