Consumer complaints are up in the three years after American Electric Power of Ohio acquired PSO of Oklahoma.

AEP-PSO is the state's second largest electric utility. It's also Tulsa's chief power provider serving 285,000 customers. Homebuilders, manufacturers and power providers all say the quality of service provided by the utility has gone down and that it's delayed construction and road projects.

PSO spokeswoman Kim Smith says delays stem from "bugs" in a new computer based work management system.

Smith says once training is complete and the kinks are repaired, customers will benefit.
