Some people in south Tulsa will have to take a zoning complaint to the city council. A Tulsa zoning board ruled against them Wednesday.
The board has agreed to allow F&M to build a bank and two other office buildings on the southwest corner of 71st and Harvard.
More than 500 neighbors signed a petition to keep the development out. The city council will make the final decision.
